Why we need an Enabling Bureaucracy more than ever

Do we remember how when the world went into lockdown and things had to happen at pace that all of a sudden the red tape which so often holds us back disappeared? Does it seem not only that it has returned but has learned new ways to tie us in knots. Yet at the same time there is an emphasis on engaging communities in finding solutions and frustrations from communities that they are not being listened to. This resource was created to invite some points of reflection around the challenges which we can face and how an Enabling Bureaucracy can help. It does not offer all the answers, it is a starting point to perhaps begin to ask some helpful questions.
